General Statement

The focus of the school system is on the student. His educational development is the central concern of the Board's policies and the administrators' regulations.

Each child shall be given equal opportunity. But since children vary widely in capacities, interests, social and economic background, no two can be treated exactly alike if the fullest development of each child is to be achieved.

The Board will attempt to overcome limitations of facilities and means that stand in the way of any who wish to learn.
